Minnesota Pharmacy 2022 Legislative Session SummaryThe Legislative Session adjourned sine die on May 23 for the 92nd Legislature. The session began with a nearly $10 billion budget surplus. Gov. Walz’s Administration, House Democrats and Senate Republicans did not reach an agreement on aspects of how to spend these dollars by the deadline of midnight on Sunday. Pharmacy did have a win in the final hours of session when the Conference Committee reached agreement to include the expansion of medication administration for any prescribed medication in the HHS Policy bill. This means that pharmacists will be able to administer any medication once rules/guidance are finalized by the Board of Pharmacy. This bill also included a provision to allow pharmacists to place external monitoring devices (e.g. continuous glucose monitors). Please watch for additional information and trainings on this topic. Unfortunately, the Conference Committee did not come to agreement on the HHS Omnibus bill; therefore the following were not adopted in the 2022 Legislative Session: - Allowing pharmacy techniciand to administer immunizations – continuation of the PREP Act
- Prescriptive Authority for HIV PrEP and PEP medications
Additionally, the white bagging choice bill and the reimbursement for pharmacy services bill did not pass this year. As a reminder, these were the Minnesota Pharmacy Alliance’s top five priorities. We should celebrate passage of the expansion of medication administration. We want to recognize all of the hard work that MPhA members put in to the 2022 Legislative Session. Without your outreach to your legislators, participation in our legislative events, including virtual legislative visits and our Legislative Day, this would not have been possible. MPhA will continue to work with the legislature on the provisions that did not pass this year. MPhA representatives will meet with the Minnesota Pharmacy Alliance in the interim to identify the top priorities for the 2023 Legislative Session.
