Dear Colleague,

We are excited to announce our Legislative Quarterback, lobbyist Buck Humphrey! Buck has been retained under contract to proactively promote the advocacy agenda of the Pharmacy Advocacy Task Force (PATF) (formerly known as the Pharmacy Practice Act Joint Task Force) through the 2017 Minnesota Legislative Session. This financial lobbying commitment will be shared equally with our colleagues at the Minnesota Society of Health-System Pharmacists (MSHP).

Buck Humphrey is an experienced government affairs and public relations executive with relationships and a track record with political leaders in Minnesota, throughout the Midwest and in our nation’s capital city. For more than 20 years, Buck has worked at the intersection of the private and public sectors on issues at the federal, state and local levels. He knows and has worked with Governor Dayton, the minority leaders, speakers and much of the Minnesota Senate and House legislative membership. He has similar relationships with state capital leaders throughout the Midwest and around the country. Over the past 4 years, Buck has been on the lobbying team that has passed MAC transparency provisions and built a bipartisan patient pharmacy network access coalition. He is an experienced lobbyist, knowledgeable about our issues and with a strong desire and commitment to move our agenda.

As we have made a commitment to him, we need a commitment from you! We are calling on you to get behind our efforts, to actively participate in the education of our citizens and legislators. We are also calling on you to contribute financially to these efforts.

We have not had financial resources for pharmacy representation at the Minnesota Capitol for several years and can only accomplish this with your contributions to the MPhA Pharmacy Advocacy Fund. With Buck’s leadership, we are optimistic that we can accomplish great things for pharmacy during the 2017 Legislative Session.

Among our top advocacy priorities at the Capitol:

  • Re-establish strong relationships with our legislators (up to one-third are newly elected)
  • Provide education and visibility for pharmacy and medication-related issues that affect Minnesotans
  • Increase the accessibility of health care services and access to medications for Minnesotans by:
    • Laying foundational work to grant pharmacist prescribing authority for:
      • Naloxone
      • Travel medications
      • Self-administered contraceptives
      • Tobacco cessation products
    • Advocating for inclusion of pharmacists as Mental Health Care providers under several Minnesota mental health initiatives.

As fellow members of MPhA, I know you also have a vested interest in the health of our Minnesota communities and all that pharmacists can do to add to the health of our communities. Although advocacy work has always been important to us, we do not have the resources in our operating budget and we must raise these additional funds to devote specifically to these contracted advocacy efforts. We pledge that funds raised through this campaign will be specifically allocated to our legislative and advocacy efforts.



We welcome contributions from small and large businesses as well as individuals. Individuals, please give what you can. Businesses, please consider making a $1,000 per store contribution to aid in this important work. Your support of the Pharmacy Advocacy Fund will ensure MPhA maintains a strong voice on important pharmacy practice, business and professional issues in Minnesota's legislative and regulatory arenas that guarantee we can provide optimal services to our patients.
